Website accessibility statement
CTR – Center for Development of Brod-Posavina County seeks to ensure the accessibility of its network locations in accordance with the Act on Accessibility of Websites and Software Solutions for Mobile Devices of Public Sector Bodies of the Republic of Croatia (OG 17/19) of 23 September 2019. national legislation is transposed by Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of websites and mobile applications of public sector bodies.
This Statement of Accessibility applies to the ctr.hr.
Compliance status
The ctr.hr network location is partially harmonized with the Act on the Accessibility of Websites and Software Solutions for Mobile Devices of Public Sector Bodies (OG 17/19).
Inaccessible content
Pursuant to Article 8 of the Law on Accessibility of Websites and Software Solutions for Mobile Devices of Public Sector Bodies (OG 17/19) and Article 5 of Directive (EU) 2016/2012 of the European Parliament and of the Council, the ctr.hr website is largely in line with Accessibility Act. Exceptions to compliance with the Accessibility Act, according to the four general requirements for ensuring accessibility – observability, operability, comprehensibility and stability – are reflected in the following parts of the content:
Possibility of observation
Although most elements are formatted according to the HTML5 standard, some elements are not adequately marked so that blind and partially sighted people can use assistive technology (for example, some parts of the form, tables)
Some links do not have alt text
The names of individual links should specify more specifically the content behind them
There are links to PDF and Word documents.
Some of the PDF documents are not readable by screen readers because they are offered in an image format that screen readers cannot read
Tables were used to achieve a visual layout on the page
The end user is not allowed to change the color and font type
The user is not allowed to change the color and background of the text,
There is no special menu to include accessibility elements such as enlarging, reducing or changing the font type
the contrast of text and photos on certain parts of the page is not entirely adequate for people with disabilities
Operability
Mouse-activated areas, text or icon-shaped, are not large enough for users with motor disabilities.
The main navigation is non-intuitive to operate the keyboard
Stability
There is a possibility that the content of pages in different browsers is not always displayed in the same way.
Raising the level of accessibility
CTR – Center for Development of Brod-Posavina County will implement corrective measures to address the inaccessible content of the network location ctr.hr to the maximum extent possible after training employees to create, manage and maintain the content of web pages and software solutions for mobile devices in accordance with the Law on accessibility, which will be implemented by the Central State Office for the Development of the Digital Society in cooperation with the State School of Public Administration, the Information Commissioner and the umbrella national organization of persons with disabilities.
In the further upgrade of the ctr.hr network location, recommendations for improving accessibility will be implemented and efforts will be made to raise the level of accessibility as much as possible.
Preparation of this Statement of Accessibility
This Statement was prepared on 1 June 2020, in accordance with the Accessibility Statement Template in line with Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of websites and mobile applications of public sector bodies, and established by the EU Commission Implementing Decision 2018/1523 October 11, 2018
An assessment method in the form of accessibility testing was used to prepare this Statement.
Tests were performed on the following operating systems, web browsers and mobile devices: MS Win10, Mozilla Firefox, Google Chrome, iPhoneXS and iOS Safari. Assistive technology used during testing: NVDA (NonVisual Desktop Access) 2019 screen reader, Jaws 2019 screen reader, VoiceOver, on-screen keyboard.
Accessibility testing was conducted with the WAWE Web Accessibility Evaluation Tool.
